RTI is not so RTI as it didn’t give me any information

May 29, 2010

It has been long time, I went busy with my personal life which is in a big mess than the fucking passport re-issue process.

No time to update my blog but body, mind and soul all full with this sickening experience of Indian Passport Renewal.

Since writing this post I had sent 2 RTI applications to High Commission of India asking more INFORMATION on my passport re-issue application.

I got reply from Shri Vijay K Mehta, Second Secretary (P&I) within 48 hours (surprise). I had to use all the Human Rights, Article 21, Right to Life, Right to Liberty, Right to Livelihood etc etc  to get it.

However the Information is not the Information. As we study in our Engineering curriculum, “information” is something which gives you some information ;) meaning that you come to know something knew. If you know something new then you can say you have some information. If you don’t get anything new then it is not information.

What Mr. Vijay K Mehta provided to me was just the information which I could already guess.

All I could know was that RPO Bangalore has adverse information on my application from Police which I already know or else why RPO Bangalore would not clear it.

For loads of other queries his reply was diplomatic – “Information is not available”.

So almost after 3 months of my application I’m back to square one. I see no light at the end of tunnel.

In the meantime I also sent e-mails to RPO Bangalore and MEA (Ministry of External Affairs) requesting (read begging) them to give me some information if not re-issue the passport.

RPO Bangalore people are as usual donkey arses they never reply or rather they never read e-mails or to be honest these fucking sick stinky donkeys don’t know what the fuck e-mail is.

I’ve sent one e-mail to MEA previously. I sent on grv.jscpv@mea.gov.in e-mail id not sure if Shri A. MANICKAM, Joint Secretary (CPV) & Chief Passport Officer, Ministry of External Affairs read this e-mail at all or someone else taken care (clerks)? Anyway he has forwarded my e-mail to RPO Bangalore APO but no reply.

I sent him 2nd e-mail tonight requesting again to look into this matter. I’ve little hope from him.

    Hi Ven,
Read above reply, I still haven’t received my passport.

There is no problem from HCI London side. You will have to contact RPO Hyderabad.

The best way to beat the sick system is to find a Passport Agent in Hyderabad and ask him to bribe passport officers to send the clearance to High Commission of India London.

Without clearance from RPO HCI London is nothing but deaf and dumb dummy. HCI London can’t do anything in this regards.

No still no further update. I’m trying to find out which FUCKING Police department is contacted by RPO Bangalore. I’ve tried contacting Police Commissioner Office, and other Police Stations but no luck. They don’t have any information.

Trying to contact RPO but these arse holes are neither reachable nor reply.

I’m sending RTI to RPO Bangalore today. Lets see what happens.

    Hi Arjun,
If you can confirm that Hyderabad has RPO has sent clearance to HCI London then it is only matter of waking someone up in HCI London office to get your passport renewed.

Yes I thin RTI IS THE BEST METHOD to get even a simple response which could be conveyed on phone or via e-mail provided these bunch of illiterate and uneducated ass holes know how to use these modern era technologies.

    Filing an RTI is simple.

    I’ve covered it here
    http://www.grumpyindian.com/indian-passport-renewal/ready-to-send-rti-to-pio-at-high-commission-of-india-london.html

All you have to do is to send a recorded postal application asking them the status of your application and ask them to reply within 48 hrs citing Human rights etc etc…. and you will get a nice reply within 24 hrs.

I’ll try to upload a template of RTI form for the benefit of all if I get time.

Good luck and keep us updated with your case.
